The Academy is committed to providing high-quality English Language Development (ELD) instruction to support multilingual learners in achieving academic success and full English proficiency. Our ELD program is designed to meet the diverse linguistic needs of students through research-based instructional strategies, targeted support, and meaningful community engagement.
Testing & Placement Criteria
Students identified as potential English Learners (ELs) are assessed using the Initial English Language Proficiency Assessments for California (ELPAC) to determine their English proficiency level. Based on the results, students are placed in appropriate ELD instructional levels and receive tailored support. Each year, students take the Summative ELPAC to measure their progress in English proficiency.
Pathways to English Proficiency
We create a structured pathway to ensure that students develop the necessary language skills for academic success. This four-step process is as follows:
- Designated ELD: Targeted daily instruction focused on English language acquisition, aligned with California ELD Standards.
- Integrated ELD: Language support embedded across all subject areas, ensuring students develop academic language while engaging in core curriculum.
- Individualized Support: Based on assessment results, students receive additional interventions, including small group instruction, tutoring, and specialized support.
- Reclassification: Students become eligible for reclassification as Fluent English Proficient (RFEP) when they meet state and district criteria, including ELPAC scores, academic performance, teacher evaluations, and parent input.

Students are reclassified once they have developed strong English skills. This means they no longer need additional English language support to succeed in their classes.
To qualify, students must:
- Score a Level 4 on the ELPAC
- Earn a C or better in core classes
- Receive approval from a teacher and parent/guardian
- Meet grade-level standards on CAASPP or STAR Reading
After reclassification, students are monitored for four years to make sure they continue to do well. Extra help is provided if needed
The English Language Proficiency Assessments for California (ELPAC) is a test that helps schools understand how well students who speak a language other than English are learning English.
New students whose primary language is not English take the Initial ELPAC when they first enroll at The Academy.
English learner (EL) students take the Summative ELPAC every year to measure their progress in learning English.
Students with significant cognitive disabilities take the Alternate ELPAC, which is designed to meet their specific needs.
